over watered or not enough?

got another question about a plant in my garden, it's drooping really bad [maybe dead already] am i over watering or not enough??

Stick your finger in the dirt around the plant to see if its moist. What king of plant is it suppose to be???

Also, it would be helpful in answering if you add your planting zone & location to your profile.
